Statement at the Universal Periodic Review of Egypt"

Mr. President.

Turkey regrets that since the toppling of the democratically elected President last year, human rights have largely been restricted in Egypt.

We consider that “securitization” and “impunity” have sealed the idea of promoting pluralism in Egypt, marginalizing many segments of the society.

Despite wide criticism, the Assembly Law is still in force and used as a tool to stifle organized political opposition. The number of political prisoners is also increasing.

Systematic and widespread use of unlawful lethal force by the security forces remains a source of deep concern.

The continuing mass impositions of death sentences are alarming, without respect to the right to fair trial of the defendants.

With this understanding, Turkey recommends Egypt to:

1) Repeal or amend without delay the Assembly Law of November 2013, with a view to guarantee the right to free assembly and the freedom of expression.
2) Impose an immediate moratorium on all death sentences and sign the Second Optional Protocol to the ICCPR.
3) Extend a permanent invitation to all special procedures mandate holders.
